The programmer provides its own power to the circuit so you should check to see that there's still 5VDC at the VCC pin after you've disconnected the programmer's ISP cable. Just to be clear, though.. all this thing really does is blink the LEDs - so if that's all it's doing, then it's working! ;) I’m not sure, but if it’s only working when the programmer is connected, it sounds like a power problem.
